Eight Policies on Board the Ship - Senchu ​​Hassaku

On June 9, 1867 (Keio 3), Sakamoto Ryoma left Nagasaki on the Tosa clan ship Yugao-Maru and headed for Tokyo. This document outlines the outline of a new national system for Goto Shojiro, a retainer of the Tosa clan. It consists of eight articles, and was written by Nagaoka Kenkichi, a secretary of the Kaien-tai. Article 1 states that the government should be returned to the Imperial Court, which should then become the central government. Article 2 lists the establishment of a parliament, the appointment of talented personnel, the establishment of normal diplomatic relations with foreign countries, the establishment of a constitution, the expansion of the navy, the organization of a new military force to guard the imperial capital, and the establishment of a currency and price system that would be accepted worldwide, and asserts that there is no other way to resolve Japan's crisis. Article 1 was realized as the return of imperial rule to the Tosa clan, and Articles 2 and onwards led to the creation of the Five Articles of Oath for the new government, which then became the agenda for the Meiji government.

坂本龍馬(りょうま)が1867年（慶応3）6月9日土佐(とさ)藩船夕顔丸で長崎をたち上京の船中、藩士後藤象二郎(しょうじろう)に示した新しい国家体制の要項。八か条からなり、筆記者は海援隊書記の長岡謙吉。第1条で、政権を朝廷に奉還し朝廷を中央政府とすることを示し、第2条で、上下議政局（議会）の設置、以下、人材の登用、外国との正常な国交の樹立、無窮の大典（憲法）の制定、海軍の拡張、帝都守衛の新軍隊の編成、世界に通用する貨幣・物価の制度の樹立をあげ、このほかに日本の危機を打開する道はないと断言している。第1条は土佐藩の建白による大政奉還として実現、第2条以下は新政府の五か条の誓文につながり、さらに明治政府の課題となる。
