Most of the transportation of petroleum products in Japan was by water or sea, and even on land, tank trucks were the norm, and pipeline transportation was significantly behind other countries. Between 1971 and 1972, the Kanto Pipeline and the Keihin Pipeline were established with joint investment from 14 oil companies, and the Japanese National Railways and 9 oil companies, respectively, and full-scale pipeline business began. In the midst of this movement, the Petroleum Pipeline Business Law was enacted in June 1972 with the aim of promoting the oil pipeline business and at the same time regulating the security of the facilities, thereby realizing rational and safe oil transportation, ensuring public safety, and contributing to the securing of a stable and inexpensive supply of oil.

日本の石油製品の輸送の多くは，水･海運によっており，陸上においてもタンクローリー輸送が多く，パイプライン輸送は諸外国に比して著しく遅れていた。1971年から72年にかけて，関東パイプラインや京浜パイプラインが，前者が石油14社の，後者が国鉄と石油9社などの共同出資によって設立され，本格的なパイプライン事業が始まった。このような動きの中で72年の6月に，石油パイプライン事業を促進し，同時にその施設の保安に規制を加えることによって，合理的で安全な石油輸送を実現するとともに公共の安全を確保し，石油の安定的で低廉な供給の確保に寄与することを目的として制定されたのが石油パイプライン事業法である。
