It is a collection of various processes and procedures (global regime) that enables ethical foreign policy actions that are difficult to carry out within the framework of the order between nations, and has two orientations: "cosmopolitanism" and "polycentrism." To establish it, it is necessary not only (1) for nations to pursue self-restraint and consistency in their actions, but also (2) for multinational corporations to recognize that their actions will have repercussions on their home countries (voluntary cosmopolitanism), and (3) for nations to open their own countries to refugees as much as possible and to give foreign workers equal rights to nationals as much as possible (mandatory cosmopolitanism).
