Institutional Investigation Bureau - Seido Torishirobekyoku

Japanese: 制度取調局 - せいどとりしらべきょく

This was a new department established to prepare the systems for the transition to the Meiji Constitution. It was established at the Imperial Court on March 17, 1884, with Councillor Ito Hirobumi serving as its Director-General. On the 21st, Ito also assumed the position of Minister of the Imperial Household, and was tasked with promoting the establishment of systems at the Imperial Court. Councillors Inoue Kowashi and Ito Shiyoji, junior secretaries of the Dajokan Watanabe Renkichi and Makino Nobuaki, among others, served as officials in charge of investigating the systems. Inoue and Ito investigated important matters such as constitutional issues, while young bureaucrats such as Watanabe and Makino worked under them to investigate various systems.

明治憲法体制へ移行するための制度整備をはかるため新設された部局。1884年3月17日宮中に設置され，参議伊藤博文がその長官を兼任した。21日に伊藤は宮内卿も兼任し，宮中の制度的整備も推進することになった。参事院議官の井上毅（こわし），伊東巳代治や太政官権少書記官渡辺廉吉，牧野伸顕らが制度取調局御用掛を兼任，井上，伊東らは憲法問題などの重要事項について調査し，渡辺，牧野ら少壮官僚はその下にあって諸般の制度取調べに従事した。
