Chief Executive Officer - Seijisousaisho

This was a title of the Edo Shogunate that was established in 1862 (Bunkyu 2) and was equivalent to Tairo (chief advisor). After the Sakashitamongai Incident, powerful domains began to actively campaign for reform of the Shogunate government. Shimazu Hisamitsu, who supported the imperial envoy Ohara Shigetomi, proposed that Hitotsubashi Yoshinobu be appointed as the Shogun's guardian and Matsudaira Yoshinaga be appointed as the Chief Minister of State, and this was realized on July 9th. The participation of Yoshinobu (Mito) and Yoshinaga (Fukui), who were related domains, in the Shogunate government, which had previously been in the hands of the Roju (senior councilors) who were hereditary lords, meant that the powerful domains had an increased say in the matter. After Yoshinaga resigned, Matsudaira Naokatsu, lord of Kawagoe domain, held the position of Chief Minister of State until June 22nd, 1864 (Genji 1), after which it was abolished.

1862年(文久2)創設された江戸幕府の職名で大老に相当。坂下門外の変後、雄藩による幕政改革運動が活発化し、勅使大原重徳(しげとみ)を擁した島津久光(ひさみつ)は、一橋慶喜(ひとつばしよしのぶ)を将軍後見職に、松平慶永(よしなが)を政事総裁職に就任させることを建言、7月9日実現をみた。これまで譜代(ふだい)大名出身の老中の手に握られていた幕政に親藩の慶喜(水戸)、慶永(福井)が参加したことは雄藩の発言権の増大を意味する。政事総裁職は慶永の辞任後、川越(かわごえ)藩主松平直克(なおかつ)が64年(元治1)6月22日まで在任、以後廃止された。
