A conference held in China after the fall of the Qing dynasty to determine the legal status of Outer Mongolia. When the Qing dynasty collapsed in the Xinhai Revolution of 1911, Mongolian kings, princes, and lamas declared independence, organized the Bogd Khan government, and attempted to create a sovereign state that included Inner Mongolia. However, the Republic of China, which was established the following year, did not recognize this independence, and Russia, which was asked for assistance by the Mongolian side, aimed to establish an autonomous state for Outer Mongolia under Chinese suzerainty and to acquire economic interests in Outer Mongolia. To resolve the issue, Russia first concluded the Russo-Mongolian Agreement (1912) with the Bogd Khan government, recognizing its autonomy while gaining economic interests in the region.

中国，清朝滅亡後，外モンゴルの法的地位確定のため開かれた会議。1911年辛亥革命で清朝が崩壊すると，モンゴルの王公，ラマ僧らは独立を宣言，ボグド･ハーン政権を組織し，内モンゴルをも含めた主権国家を作ろうとした。だが翌年成立した中華民国はこの独立を認めず，一方モンゴル側から援助を求められたロシアは中国宗主権下での外モンゴル自治の形成と外モンゴルにおける経済権益獲得をめざした。ロシアは問題解決のためまずボグド･ハーン政権と〈露蒙協定〉(1912)を締結，その自治を承認する一方経済権益を得た。
