The obligation of the parties to a labor agreement not to take any industrial action during the validity of the agreement. The obligation not to take any industrial action with the aim of changing the matters stipulated in the agreement during the validity of the agreement is called the relative peace obligation, while the obligation not to take any industrial action regardless of whether the matters are stipulated in the agreement or not is called the absolute peace obligation, but usually it refers to the relative peace obligation. In the past, the view that the peace obligation was an intrinsic and essential component of the agreement was strong, but recently there has been an increasing view that it requires the agreement of the parties to the agreement. 労働協約の当事者が協約の有効期間中，争議行為を行わない義務。協約有効期間中，協約に定められた事項の変更を目的として争議行為を行わない義務を相対的平和義務，協約に定められている事項であると否とを問わず一切の争議行為を行わない義務を絶対的平和義務というが，通常，相対的平和義務をさす。平和義務は，従来協約に内在する不可欠の構成要素であるとする見解が強かったが，最近では協約当事者の合意に求める見解がふえつつある。平和義務違反に対する争議行為の法的効果については，民事免責，刑事免責のいずれも失うとする説もあるが，学説の大勢は，少くとも刑事免責は失われないとする。
