In order to promote the development of high-speed railway networks, a method is used to construct a provisional narrow-gauge Shinkansen standard new line, allowing trains to run at speeds of over 160km/h, even though the gauge is narrow. As of September 1997, this method is being used for the Itoigawa-Uozu and Isurugi-Kanazawa sections of the Hokuriku Shinkansen, and the Yatsushiro-Nishi-Kagoshima section of the Kyushu Shinkansen. The Seikan Tunnel was also built to standards that allowed Shinkansen trains to run, but it opened in 1988 with only narrow-gauge tracks, and trains there have been running at 140km/h since 1991.

高速鉄道網の整備を促進するため，暫定的に狭軌の新幹線鉄道規格新線を建設し，狭軌であっても従来より高速の時速160km以上の列車を運行できるようにする方式。1997年9月現在，北陸新幹線の糸魚川～魚津間と石動～金沢間，九州新幹線の八代～西鹿児島間がこれにより建設が行われている。なお，青函トンネルも新幹線を運行できる規格で建設されたが，88年から狭軌の線路だけを敷いて開業しており，ここでは91年から時速140kmでの運転が行われている。
