A policy implemented in early 20th century Russia in relation to labor issues. Specifically, the security authorities, who felt that the rising labor movement of the time could not be suppressed by repression alone, allowed certain labor activities to be legalized under the supervision of the security service, in order to prevent the radicalization of workers and attract them to the side of the regime. It was named after the idea of Sergei V. Zubatov, head of the Moscow security service. The first official union was established in Moscow in 1901, and later established in Minsk, Kiev, and other places.

20世紀初頭のロシアで労働問題に関連してとられた政策。具体的には，当時の高揚した労働運動を弾圧のみでは押さえきれないとみた治安当局が，保安部の監視の下で一定の合法化された労働者活動を許し，それによって労働者の急進化を阻止し，体制側にひきつけようとした動きをいい，モスクワ保安部長官ズバートフSergei V.Zubatovの発案になるのでこの名で呼ばれた。1901年，モスクワで最初の官製組合がつくられ，以後ミンスク，キエフなどにもつくられた。
