Born on March 3, 1904. Studied constitutional history and political history from a Marxist perspective. After the war, he organized the Constitution Study Group with Takano Iwasaburo and others, and published an outline of a draft constitution. In 1952, he became a professor at Shizuoka University. He was active as a constitutionalist. He passed away on August 7, 1983, at the age of 79. He was from Fukushima Prefecture and dropped out of Kyoto Imperial University.
