A colonial administrator in British Malaya and a Malay scholar. He qualified as an administrator for the Straits Settlements in 1870 and was appointed the following year. He passed the Malay language examination in 1872 and was known for his proficiency in the language. He became a tax collector for Penang and Wellesley in 1873, and a judge and administrator of the Penang Court of Appeal in 1874. In the same year, he worked hard to establish the Pangkor Agreement, which marked the starting point of British rule in Malaya, and became assistant commissioner for Selangor. He was convinced that British rule in Malaya would contribute to the welfare of not only the British but also the people of Malaya, and as a means to this end, he adopted an indirect rule system through the commissionership system, and tried to solidify the status quo in Malay society.
