The city occupies the southern part of the Ina Basin (Ina Valley) and the surrounding mountain areas, the Toyama River and its tributaries in the southern part of Nagano Prefecture. It was incorporated as a city in 1937. In 1993, it incorporated Kamisato Town, which is located to the north. The city is located on a terrace on the right bank of the Tenryu River that flows through the basin. It developed as a castle town for the Hori clan and other clans, and as a post town on the Sanshu Kaido road, and was called Little Kyoto. The surrounding mountain areas, including the former Kamigo Town, are mainly agricultural and forestry-based, and produce a lot of pears, persimmons, and apples. There is the Tenryu Gorge.
