A discussion by nobles at the Jinnoza of the Left or Right Guards. It was also called Jingi or Jogi. During the Heian period, discussions by nobles became more frequent, such as Gozenjo, where nobles met at the Emperor's throne in the Imperial Palace, and Tenjojo, where nobles met in the Denjo Room of the Seiryoden. Especially from the mid-Heian period onwards, Jinjo became established as a regular discussion by nobles, and according to the Mido Kanpakuki, it was held two or three times a month on average. First, the Shokei, who presides over the proceedings, notifies the nobles that a Jinjo will be held, and on the day, the lowest-ranking nobles express their opinions based on petitions from various offices and provinces, and precedents and kanbun submitted by benkan and gaki (it is said that in the past, the highest-ranking nobles spoke first, but this was later changed). The Sangi, who writes the document, collects the opinions of each person, records any dissenting opinions, and creates a written document, which is then submitted to the Kurōdo for approval. 左近衛または右近衛の陣座(じんのざ)における公卿の議定。陣議,仗議ともいった。平安時代に入って,内裏の天皇の御座所に公卿が会して行う御前定,清涼殿の殿上間における殿上定など,公卿の議定が盛んになったが,とくに平安中期以降,陣定は恒常的な公卿の議定として定着し,《御堂関白記》によると,平均して月に2,3回行われている。まず議事を主宰する上卿(しようけい)が,公卿に陣定の開催を予告し,当日は諸司・諸国の上申書や弁官・外記の提出した先例・勘文などによって末席の者から意見を述べ(古例は上席者から発言したのを後に改めたという),執筆の参議が各人の意見をとりまとめ,異論は併記して,定文を作成し,蔵人を経て奏聞し,裁可を請う。
