From the mid-Heian period, these were the seats of the Imperial Guards on the left and right of the Imperial Palace, where nobles sat to discuss government affairs. Originally they were the guards' quarters, but later they became places where nobles held meetings. These meetings were called jin no sadame (camp meetings) or jogi (council meetings), and nobles were required to sit in the jinza after being appointed to their posts.
