The idea that the basis of rulership is "Emperor established on earth by the grace of God" (Kaiser von Gottesgnaden in German). It is distinguished from the divine emperor. The term was coined by German ancient historian W. Ensslin to describe the idea advocated by 4th century Bishop Eusebius of Caesarea in order to support and strengthen the supremacy and absolute power of the Christian emperor Constantine I. 〈神の恩寵によって地上に立てられた皇帝〉(ドイツ語でKaiser von Gottesgnaden)を支配権の根底におく考え方。神帝とは区別される。用語としては4世紀のカエサレア主教エウセビオスがキリスト教徒皇帝コンスタンティヌス1世の崇高性と絶対権力を支持・強化すべく主張した考え方をドイツの古代史家エンスリンW.Ensslinが名づけたもの。これは後期ローマ帝国やビザンティン帝国の皇帝理念として発展してゆく。
