The term "shinko shashin" (new photography) itself did not have any specific artistic claim behind it. In Japan, from the end of the Taisho period to the beginning of the Showa period, it was fashionable to use the term "shinko" to refer to anything that had modernist or left-wing tendencies, and in the case of photography, the term came to be used frequently in the early Showa period to refer to new photography that was different from the painterly tendencies of the time. It corresponds, so to speak, to the terms "neue fotografie" (new photography) in Germany and "modern photography" (modern photography) in England. 〈新興写真〉という言葉自体には,とくに具体的な芸術的主張が背景としてあったわけではない。日本では大正末から昭和初期にかけて,モダニズムや左翼的傾向をもつものに〈新興〉の名をつけることがはやっており,写真の場合もそれまでの絵画的傾向の写真とは異なる新しい写真をさすものとして,昭和初期にさかんに使われるようになった。ドイツの〈ノイエ・フォトグラフィー(新しい写真)〉やイギリスでの〈モダン・フォトグラフィー(近代写真)〉という語といわば対応している。
