Customary water rights

...In actual social terms, it refers to the right to continuous and exclusive use of flowing water provided for public use in rivers, reservoirs, creeks, mountain streams, etc., but under the provisions of the River Law, it refers to the right to occupy flowing water (permitted water right) permitted under Article 23 of the said law. In addition to permitted water rights, customary water rights are also included as water rights under the River Law. Customary water rights are based on water use practices established during the Edo period.
