Labor Administration

Vocational guidance is one of the important duties of public employment security offices. In this case, vocational guidance is defined as "guidance given to those who wish to take up a job, through practical training, courses, instructions, advice, provision of information, or other methods, to facilitate the selection of a job that matches their abilities, and to increase their adaptability to that job" (Article 4 of the Employment Security Law), and furthermore, it is stipulated that public employment security offices "shall provide vocational guidance to persons with physical or mental disabilities, those who wish to take up a new job, and others who require special guidance in finding a job" (Article 22 of the same Law).

School education

Career guidance in junior high and senior high schools is included in career guidance, along with guidance on further education. It has three main aspects: providing information on occupations and employment opportunities, helping children and students understand themselves, including their aptitudes and interests, and providing consultation and advice on career options. It is given in all areas of the curriculum, including each subject, ethics, and special activities, but is especially implemented in a planned manner during class guidance time in special activities.

労働行政

職業指導は、公共職業安定所の行う重要な業務の一つである。この場合の職業指導とは、「職業に就こうとする者に対し、実習、講習、指示、助言、情報の提供その他の方法により、その者の能力に適合する職業の選択を容易にさせ、及びその職業に対する適応性を増大させるために行う指導」（職業安定法4条）とされており、さらに、公共職業安定所は、「身体又は精神に障害のある者、新たに職業に就こうとする者その他職業に就くについて特別の指導を加えることを必要とする者に対し、職業指導を行わなければならない」（同法22条）と定められている。

学校教育

中学校や高等学校での職業指導は、進学指導とともに、進路指導のなかに含まれる。職業の内容、就職先などの情報を与えること、児童・生徒の適性、興味などを含む自己理解に関すること、さらに、選職の相談・助言などの3側面を主要なものとする。各教科、道徳、特別活動の教育課程全領域で行われるが、とくに、特別活動のなかの学級指導の時間で計画的に実施される。
