Shunsei - Shunsei

Japanese: 旬政 - しゅんせい

One of the imperial court's affairs. On the 1st, 11th, 16th, and 21st of each month, the emperor attends the Shishinden Hall to oversee government affairs. On these days, all the nobles are required to attend, and after the ceremony, a banquet is held, called a shun-en, and a stipend is also paid. The Nihon Shoki, Tenmu 5th year (676), entry for the first day of October, does not contain the character shun, but the first appearance of shunsei is considered to be the occasion when sake is served and a banquet is given to ministers, and from then until the early Heian period, shunsei was held almost on a fixed date. In the mid-Heian period, it was called Nimō-jun, and took place twice a year, on April 1st and October 1st (or the 2nd if the emperor was abolished on that day).

朝政の一つ。毎月1,11,16,21日に天皇が紫宸殿に出席して政事をみる儀。この日公卿はすべて参集する定めで，儀の終了後，宴をたまうのを旬宴といい，さらに禄をも支給された。《日本書紀》天武5年(676)10月朔日条には旬の字はないが，置酒して群臣に宴を賜ったのが旬政の初見とみなされ，以来平安時代前期までは，旬政はほぼ定日に行われていた。平安時代中期には，二孟旬といって4月1日と10月1日(当日廃朝のときは2日)の年2回となった。
