An office under the Ritsuryo system that belonged to the Ministry of Civil Affairs. The Japanese reading is "Tsukasa (Office of Power)". Its duties included managing local finances, such as collecting land taxes and tax contributions from each province, disbursing them to the warehouses that stored them, and collecting rice from each province. It was an important and busy office, with staff including one each of Kami, Suke, Daijo, Shojo, Daisakan, Shozoku, two Mathematicians, and four Shisho. In 722, six Historians were appointed, and in 841 (or 843), two Ryosho were created.
