...In February 1882, the governor of the prefecture, Mishima, who was a member of the Satsuma faction, took up his post, boasting that he would eradicate the Liberal Party. He packed the prefectural officials with his own confidants, and also gathered former Aizu samurai through the samurai employment fund, preparing to form the Imperial Party. On the other hand, soon after taking up his post, he ordered the governors of the six Aizu districts to open a three-way road (construction of a major road starting from Aizu, passing through Yonezawa in the north to Yamagata, Niigata in the west, and Otawara in the south to Tokyo), and formed the Aizu Six Districts Association. He then made the association resolve that all men and women over the age of 15 should work on the construction work for free one day each month for two years, and that those who could not do so should be charged a daily wage of 15 sen for men and 10 sen for women. ...
