… After attending the Third Higher School, he graduated from the Imperial University Law School in 1895, passed the diplomatic examination and joined the Ministry of Foreign Affairs. After working in Incheon, London, and other places, he became head of the telegraph and investigation departments and head of the investigation bureau at the Ministry. He studied under the foreign advisor, American Henry W. Denison (1846-1914), mastered diplomatic affairs and developed excellent English skills. He was Vice Minister for Foreign Affairs from 1915 to 1919, and ambassador to the United States in 1919, and played an active role as plenipotentiary at the Washington Conference. …
