Chilean politician. He started as a lawyer in 1897 and entered politics. With the support of urban capitalists and workers, he was elected president in 1920. In the midst of the post-World War I recession and the decline of the saltpeter industry, he introduced modernization policies such as separation of church and state, social security, labor laws, and the introduction of income tax. After a coup d'état interrupted his government in 1924, he enacted the progressive 1925 Constitution, but resigned after clashing with Defense Minister Ibáñez. After the collapse of Ibáñez's conservative dictatorship, he became president again in 1932 (until 1938), and put an end to the political turmoil of the Great Depression and adopted protectionism to rebuild the economy.

チリの政治家。弁護士から1897年政界に入る。都市資本家層と労働者の支援のもとに1920年大統領に当選。第１次世界大戦後の不況，硝石産業の衰退という情勢下で，政教分離，社会保障，労働関係法，所得税の導入などの近代化政策を打ち出した。1924年のクーデタによる中断後，進歩的な1925年憲法を制定したが，イバニエス国防相と対立して辞職。イバニエス保守独裁政権崩壊後，1932年再び大統領に就任（―1938年），大恐慌期の政治的混乱を収拾し，保護貿易主義を採用して経済再建を図った。
