Born on August 3, 1851. Studied at the Ihokan in Okayama and participated in the Freedom and People's Rights Movement as a newspaper journalist. In 1891, at the recommendation of Eiichi Shibusawa, the director of the Tokyo Municipal Orphanage, he became an executive officer at the institution. He contributed to reforms at the institution, such as the development of the foster parent system and the isolation and treatment of infectious diseases, as well as the establishment of a free lodging facility. Died on December 2, 1930. Age 74. Born in Bizen (Okayama Prefecture). His works include "The Worsening Situation of Poor Children" and "Poverty or Wealth?"
