In the United States Congress, when selecting the chair of each committee, the unwritten custom is that the committee chair who has the most years of experience in the majority party is automatically selected. Usually, this is translated as "seniority first." This practice has been established since the end of the 19th century, and was useful in eliminating conflicts and discord among members of the Diet. On the other hand, it also had the disadvantage of certain members monopolizing posts for long periods of time, and in recent years, a system of mutual election among members of the majority party has been adopted.
