This law was enacted in 1936 (Showa 11) with the aim of keeping under the watchful eye of authorities those who were accused of violating the Peace Preservation Law (these people are called ideological criminals under the law) and who were not indicted or given suspended sentences, or who had completed the execution of their sentences or been released on parole. This law was originally planned to be included in the revised Peace Preservation Law, but because the revision of the Peace Preservation Law was aborted twice in 1934 and 1935, it became a standalone law. The contents are as follows: (1) A person covered by this Act may be placed on probation by resolution of the Probation Board (Article 1). (2) Probation shall be carried out by a probation officer at a probation office, a guardian, or a probation organization (Article 3). (3) Those placed on probation are subject to restrictions on their residence, associations, and correspondence (Article 4). (4) The term is two years, but it is renewable (Article 5). The law, which had the above-mentioned contents, was mainly used by the authorities to ensure that converts continued to convert.
