A cross-sectional organization that unites companies by industry, such as the XX Industrial Association or the □□ Federation. Activities are broadly divided into internal and external. Internal activities include research into industry supply and demand trends and other matters, information exchange, education, and coordination. External activities include petitions, requests, and requests to the Diet and administrative agencies, public relations, advertising, and cooperation (donations, etc.) with the general public, liaison and cooperation with related industries, and exchanges with similar organizations overseas. Under the Antimonopoly Act, cartel activities that restrict or hinder competition are prohibited. However, as there are many suspicions of this type, the Fair Trade Commission announced guidelines for the activities of business associations in July 1979. According to this, the following actions would be violations of the Antimonopoly Act: (1) determining minimum sales prices, (2) determining standard prices, (3) setting a common price calculation method, (4) determining limits on rebates and discounts, (5) determining prices, fees, etc. through collective bargaining, (6) excluding discount sellers, and (7) maintaining resale prices.

◯◯工業会、□□連盟のように業種別に企業を結合した横断的組織。活動内容は、対内的と対外的に二大分される。対内的活動は、業界の需給動向その他の調査、情報交換、教育、調整などである。対外的活動は、国会・行政官庁に対する陳情・請願・要望、社会一般に対する広報・宣伝・協力（寄付など）、関連業界との連絡・協調、外国の同種組織との交流などである。独占禁止法により、競争の制限や阻害になるカルテル行為はできない。しかし、この種の疑惑が少なくないので、公正取引委員会は、1979年（昭和54）7月、事業者団体の活動に関する指針を発表した。それによれば、(1)最低販売価格等の決定、(2)標準価格等の決定、(3)共通の価格算定方式の設定、(4)割戻し（リベート）、値引き等の限度の決定、(5)価格、手数料等の団体交渉による決定、(6)安売り業者の排除、(7)再販売価格の維持、などは独占禁止法違反になる。
