This refers to railways in the broad sense that are built to meet the transportation demand within cities, and is classified as tramway (streetcar), elevated railway, subway, etc. Japan's first urban railway was the streetcar in Kyoto in 1895, but due to subsequent road congestion, they were gradually abolished, and instead, subways and monorails were built. 都市内部に発生する交通需要に応じる目的で建設された広義の鉄道をさし，路面軌道（路面電車），高架鉄道，地下鉄道などに分類される。日本最初の市街鉄道は1895年の京都の路面電車であったが，その後の道路交通過密化で逐次廃止されるようになり，これに代わって地下鉄道，モノレールの建設が進んだ。
