"Policy paper on the situation in Japan and the tasks of the Japanese Communist Party" adopted by Comintern in 1932. It analyzed the ruling system in Japan as being composed of three elements: landlords, monopoly capital, and the Emperor system that was built on top of them. It defined the Japanese revolution as a two-stage revolution that would transform into a socialist revolution through a bourgeois democratic revolution, and rejected the one-stage revolution theory of the 1931 Draft Political Theses. It was considered the Communist Party's highest guideline, and maintained its authority as the theoretical pillar of the Lecture Group until the 1950s after the war. However, it also contained biases and defects that reflected the theoretical level of Comintern at the time it was created.
