The duties of Buddhist monks who oversee all matters within the temple are the three in China: Joza (Joza), Jishu (Jishu), Ina (Ina) or Joza, Jishu, and Tenzo (Tenzo), and in Japan: Joza, Jishu, Ina or Tsuina (Tsuina). Joza supervises the temple members and governs everything. Jishu is in charge of temple affairs, and Tsuina is a position that directly communicates matters to the temple members and distributes donations. Later, Iko, Naigu, and Ajari came to be called Yusoku (Sho Sanko), and the previous Three Ministers came to be called Gon Sanko. In addition, the positions below Betto and Zasu belong to this category.

仏僧の寺内の諸事を統率する役務で，中国では上座(じょうざ)・寺主・維那(いな)または上座・寺主・典座(てんぞ)の三つ，日本では上座・寺主・維那または都維那(ついな)の三つ。上座は寺衆を統領し，一切を統轄。寺主は寺務をつかさどり，都維那は直接寺衆に事を伝達し，施物を分与したりする役職。後に已講・内供・阿闍梨(あじゃり)を有職（正三綱）というようになって以来，従来の三綱を権(ごん)三綱という。また別当・座主などの下ではこれに属する役職。
