Foster child - Satogo
The act of entrusting a child to someone else to be raised, or the child itself. This has been practiced since ancient times, when people would leave their children with others for reasons such as being too poor to raise them, not being able to deal with a child born out of wedlock, not producing enough breast milk, or being born at an unlucky age. Foster parents often did this to ease the loneliness of being childless, to earn a small income (they often paid child support), or to secure a future workforce. Today, the foster parent system was established under the Child Welfare Act of 1947, and children who are unaccompanied or deemed unsuitable for the care of a guardian and who are relatively normal in mind and body and under the age of 18 are raised by foster parents. Furthermore, in 1988, the foster parent system was completely revised for the first time in 40 years, and the system was further improved.

子供を他人に預けて養ってもらうこと,また,その子供をいう。古くから行われており,貧しくて養育できない,婚姻外の子の処置に困る,あるいは母乳が出ない,悪い年回りの生れであるなどの理由で,自分の子供を他人に預けた。また,里子を預る側 (里親) では,子のない寂しさをまぎらすためや,若干の収入を望んだり (里扶持といって養育料を出すことが多かった) ,将来の労働力の確保のためなどで預ることが多かった。現在では,1947年児童福祉法による里親制度ができて,保護者がいないか,または保護者に監護させることが不適当と認められる児童で,18歳未満の心身ともに比較的正常な者が里親のもとで養育されることになった。さらに,88年には里親制度創設 40年ぶりに全面的な改正が行われ,制度のより一層の充実がはかられた。
