Politician. Born in Tokyo as the eldest son of the Arima family, lords of the former Kurume domain. After graduating from Gakushuin, he graduated from the Faculty of Agriculture at Tokyo Imperial University in 1910 (Meiji 43). He joined the Ministry of Agriculture and Commerce and inspected various rural areas. He resigned in 1917 (Taisho 6). He later became a lecturer and assistant professor at the Faculty of Agriculture at Tokyo University. During this time, he was impressed by Kawakami Hajime and Kagawa Toyohiko, and worked hard to establish the Japan Farmers Union and support the Buraku Liberation Movement. He was elected to the House of Representatives in 1924 and joined the Seiyukai party, but in 1927 (Showa 2) he was bestowed the title of count, resigned from his position as a member of parliament and became an auditor for the Central Bank of Industrial Cooperatives in order to succeed the family line. He became a member of the House of Peers (affiliated with the Research Society) in 1929, and served as Parliamentary Vice-Minister of Agriculture and Forestry in the Saito Makoto cabinet, Minister of Agriculture in the first Konoe Fumimaro cabinet, and other important posts in industrial associations, promoting the New Order Movement as a close aide to Konoe. In 1940 he became the first Secretary-General of the Imperial Rule Assistance Association, but resigned the following year in 1941. He retired from the public eye in politics after becoming president of the Teikoku Fisheries Control Company. After Japan's defeat in the war, he participated in the founding of the National Cooperative Party. He was incarcerated as a Class A war criminal, but was not indicted. In 1955 (Showa 30), he became Chairman of the Japan Racing Association. The writer Arima Yoriyoshi was his son. The Arima Kinen horse race is named after him.
