...The local organizations of the Army and Navy Political Headquarters were political headquarters (politupravlenie) in military districts, army groups, armies, and fleets, political departments (politotdel) in divisions, schools, and installations, and deputy political commanders in regiments, battalions, and sometimes companies. Military councils (voennyi sovet) were also established in military districts, army groups, armies, and fleets to deliberate military policies and to be entirely responsible for military training and political education. The members of the military councils were the commanders and the political chief, and military orders could not be carried out without the signature of the political chief. The heads of these political organizations were under the command of the unit commanders, but acted on the orders of the political headquarters, and the political departments had great power to not only monitor the actions and thoughts of soldiers and officers, but also to guide them, and although they did not have the same power as the military commissars of the past, they restricted the authority of the commanders.
