Disaster recovery project - saigaifukkyuujigyo

Japanese: 災害復旧事業 - さいがいふっきゅうじぎょう

The Disaster Countermeasures Basic Act requires the national and local governments, designated public institutions, etc. to implement disaster recovery measures and requires the creation of disaster prevention plans. Disaster prevention plans include the Basic Disaster Prevention Plan established by the Central Disaster Prevention Council and regional disaster prevention plans based on it. Based on these plans, disaster recovery measures are implemented alongside disaster prevention and emergency disaster measures. The targets of disaster recovery projects are (1) public civil engineering facilities (rivers, roads, ports, fishing ports, coasts, etc.), (2) agriculture, forestry, and fisheries facilities (farmland, agricultural facilities, forest roads, agricultural, forestry, and fisheries joint use facilities, etc.), (3) educational facilities (national and public school facilities, etc.), (4) welfare facilities (water facilities, etc.), and (5) others (urban facilities such as sewers, removal of sediment deposits in urban areas, etc.).

災害対策基本法は国および地方公共団体，指定公共機関等の災害復旧実施義務をうたい，防災計画の作成を定めている。防災計画には中央防災会議が定める防災基本計画とそれに基づく地域防災計画とがある。これらに基づいて，災害予防，災害応急対策と並んで実施されるのが災害復旧対策である。災害復旧事業の対象は，(1)公共土木施設(河川，道路，港湾，漁港，海岸等)，(2)農林水産業施設(農地，農業用施設，林道，農林水産業共同利用施設等)，(3)文教施設(国･公立学校施設等)，(4)厚生施設(水道施設等)，(5)その他(下水道等の都市施設，市街地内堆積土砂排除等)である。
