…Born in Boston, after graduating from high school in 1861, he became a personal assistant to B.A. Gould and participated in the measurement of longitude at the Coast Geodetic Survey. Later, he himself invented a floating zenith instrument called the Almcanter and conducted latitude observations. In 1891, he discovered latitude changes around the same time as K.F. Kuestner, and discovered the 14-month Chandler cycle. From 1896 to 1909, he was involved in editing The Astronomical Journal, which was founded by Gould. …
