This document is said to be the greatest forgery of the Middle Ages. There are many different opinions about the circumstances of its creation, with the most popular being that it was created in Rome in connection with Pepin III's donation to the Church of Rome in 754, or to justify the coronation of Charlemagne in 800, but there is also a theory that it was created during the establishment of the Frankish Kingdom in the first half of the 9th century. The document expresses gratitude to Constantine I (the Great) for being cured of his leprosy by the baptism of Sylvester I, the bishop of Rome at the time (reigned 314-35), and states that the Bishop of Rome and his successors have dominion over the four sees of Antioch, Alexandria, Constantinople, and Jerusalem, and that all of Italy, including the city of Rome, as well as the western provinces, districts, and cities, are to be placed under the control of the Bishop of Rome. It is said to assert the superiority of the papacy over secular and imperial powers.
