This shows the basics of the Meiji government's policy towards the people. On March 15, 1868 (Keio 4), the day after the Five Articles Oath was made, the government removed the old shogunate's high notices and replaced them with five official notices. The first recommended the five virtues and forbade murder, arson, and theft, the second prohibited gangs, violent petitions, and desertion, and the third prohibited Christianity and heretical sects. These were the traditional policies of the old shogunate that governed the common people, and were made into three fixed notices and were considered to be permanent laws. The fourth then ordered opening the country to peace and friendship, and the fifth prohibited samurai and commoners from deserting their home countries. These two articles were only temporary notices, that is, they were only posted for a short time. In this way, the new government demonstrated an open and enlightened attitude by proclaiming its commitment to public discussion through the Five Articles of Oath, but at the same time, it also retained the traditions of the former shogunate.
