This refers particularly to the trips of city residents to nearby rural areas to buy food, which took place towards the end of the Pacific War and immediately after the war. As food problems caused by the war worsened, a rice rationing system was introduced in 1941 (Showa 16), but from 1942 onwards, the amount of staple food rationed effectively decreased, and side dishes became even more scarce. In response, the government strengthened restrictions on vegetable purchases, but as the rationing system became more hollow, it became commonplace for city residents to go shopping in nearby rural areas, and food was traded at black market prices several times the official price. After the war, rationing became even more sluggish, and purchases in violation of economic controls increased even more dramatically.
