A movement to protect the republic in the early days of the Republic of China. After the sudden death of Yuan Shikai in 1916, the National Assembly and the Old Covenant Law (→Covenant Law) were restored, but the power of the Beiyang warlords, centered around Prime Minister Duan Qirui, remained. Sun Yat-sen then led the navy to Guangdong, where he organized the Southern Military Government in September 1917, and launched the War to Protect the Law, advocating the protection of the republic. Meanwhile, Duan's politics, which were backed by Japan, were criticized by public opinion, and he resigned in October 1918, plunging the country into a state of chaos among the warlords. However, conflicts between the warlords became evident in the south as well, and the military government collapsed at the end of 1919, and the movement to protect the law, which aimed for national unification, became nominal.
