From the government's perspective, the Treasury's income and expenditures are divided into three categories: (1) Treasury receipts and expenditures with the Bank of Japan This occurs when the government issues short-term government bills and the Bank of Japan holds them, or when the Bank of Japan pays contributions or corporate taxes to the government. (2) Internal Treasury transfers This refers to receipts and payments between various accounts and government-related institutions within the Treasury, such as when the Fund Management Department lends money to public corporations or public financial institutions. (3) Treasury receipts and expenditures with the private sector This refers to receipts and payments between the Treasury and the private sector, i.e., outside the Treasury. This income and expenditure is carried out through increases and decreases in government deposits at the Bank of Japan, and has a certain impact on financial markets.

国からみて，国庫の収支は次の三つに区分されている。(1)国庫対日銀収支　国が政府短期証券を発行し，それを日本銀行が保有する場合，あるいは日本銀行が国に対して納付金や法人税を納める場合である。(2)国庫内振替収支　国庫内部での各会計，政府関係機関相互の受払いであり，たとえば資金運用部が公社や公庫に融資する場合である。(3)国庫対民間収支　国庫と民間すなわち国庫外との受払いである。この収支は日本銀行にある政府預金の増減を通じて行われるもので，金融市場に一定の影響を及ぼしている。
