Before the Emperor - Gozenzata
In the Muromachi Shogunate, a council was held with the Shogun's presence or approval. It was not seen in the early days, but began to be seen in the early 15th century, around the end of Ashikaga Yoshimitsu's life. In the court society, court events were called "political affairs," while general lawsuits were called "miscellaneous lawsuits," so it is sometimes called "miscellaneous lawsuits." When the Muromachi Shogunate was first established, it was modeled on the heyday of the so-called regent government around the time of Hojo Yoshitoki and Yasutoki in the Kamakura period.

室町幕府において,将軍の臨席を得るか,将軍の裁可を得る手続きを伴って行われる評定(ひようじよう)。初期には見られず,15世紀初頭,足利義満の晩年ごろより見られる。公家社会では朝廷の行事を〈政事〉と呼ぶのに対し,一般の訴訟は〈雑訴〉と呼ばれていたので,これにならい〈雑訴沙汰(ざつそざた)〉と呼ばれることもある。室町幕府は,その成立の当初においては,鎌倉時代の北条義時・泰時ごろのいわゆる執権政治全盛期を模範としていた。
