Year of death: Jinki 1.6.6 (724.6.30) Year of birth: Unknown The first nobleman in the 8th century. His father was Emperor Kōtoku, the grandson of Tokuta (Tokutako), the left minister during the reign of Emperor Saimei, and the son of Kuromaro. His family name was Kōsei, and his given name is sometimes written as Fujō. In the 7th year of the reign of Empress Jitō (693), he was in charge of managing the receipts and disbursements of government property, but was demoted two ranks and dismissed for failing to supervise the illegal gains made by officials of the Nanchō-ryō. In January of the 1st year of the Taihō era (701), he was appointed as a Dai-i (judge) of the Japanese envoy to the Tang Dynasty, and the following year he travelled to Tang Dynasty, at the time holding the rank of Mudaishi and Mikawa no Kami. In March of the 4th year of the Keiun era (707), he was promoted to deputy envoy and returned to Japan, and his rank was reduced to Junior Fifth Rank (the Taihō Code was enacted after the appointment of the envoy, and the rank system changed). He was subsequently promoted repeatedly, becoming Chunagon in March of the 2nd year of the Yoro era (718), and Shosanmi in February of the 1st year of the Jinki era (724), and he died while still in this position. Although he was once demoted and dismissed, he was later appointed as a Japanese envoy to Tang China, and after returning to Japan he served as Harima no Kami and Udaiben before being appointed Chunagon, demonstrating his ability as a bureaucrat.
