In the Middle Ages, especially from the Northern and Southern Courts to the Muromachi period, ships had the privilege of exemption from tolls when passing through checkpoints, similar to the Kasho (sho). Kokuryo is thought to have originated from the Kokuryo, which was a kokuryo (study fee) that replaced the chigyokoku (construction fee) that was provided to cover the repair costs of temples and shrines. The first appearance of kokuryo in historical documents was in 1404 (Oei 11), and around that time it was considered to be an exemption privilege with a similar nature to the Kasho. While the privileges granted to ships by the Kasho were generally limited to one time only, and there were strict restrictions such as strict inspections at checkpoints on the type and quantity of cargo, the restrictions for kokuryo ships were relatively lenient. 中世,ことに南北朝から室町時代にかけて,過書(所)と同様の関所通行にあたっての関銭免除の特権を有した船。国料は寺社などの修造費などにあてるために給付された知行国(造営料国)に代わる修造料国料の〈国料〉に由来すると考えられている。〈国料〉の史料上の初見は1404年(応永11)で,このころには過書と類似の性格を有する免除特権とされている。過書による船の特権が一般に1回限りのものであるとか,積荷の品目・数量について関所で厳重な検査がなされるなど厳しい制約を受けていたのに対し,国料船に対しては比較的緩やかであった。
