He was a government official in the mid-Heian period. He was the son of Sugawara Suketada, the Right Middle Officer. His mother was the daughter of Minamoto Tsune, who served as the Minister of Civil Affairs and other positions. In 993 (Shoreki 4), he was appointed Inaba no Jo. In 1000 (Choho 2), he was made a Rokui Kurodo, and the following year, he was awarded the rank of peerage and retired from his post. Around this time, he also held the posts of Uemon no Jo and Kebiishi. He was the grandson of Sugawara no Michizane IV, and was once considered a mediocre person, due to the fact that his father Suketada and son Michizane had both held the titles of Monjo Hakase and Daigaku no Kami, despite them being from a family line that had held these positions, and also due to the portrayal of Takasue in the Sarashina Nikki, written by his daughter. However, in the Gonki, a diary written by Fujiwara no Yukinari, who served as Kurodo no toshi, Takasue's activities as a Kurodo are mentioned here and there. In 1027 (Manju 4), he was also appointed as the head priest of the Ministry of the Right, Fujiwara no Sanesuke's daughter, Senko, and his character is being reevaluated in light of this history. He became Kazusa no Suke in 1017 (Kannin 1) and Hitachi no Suke in 1032 (Chogen 5), and it seems that he retired from public service after completing his term and moving to Kyoto in the autumn of 1036.
