The naval service, or leiðangr (modern Norwegian: leidang, Danish: ledingen, Swedish: ledung), united the armed peasants, who had free assembly, under royal authority. In these countries surrounded by the sea, national defense required a military organization that went beyond the individual self-generated legal communities, and therefore a convening and mobilization organization that was separate from the self-generated armed groups, and a supra-territorial command authority, or royal authority.
