The Volksraad was the colonial parliament of the Dutch East Indies (now Indonesia). It was established in Jakarta in 1918 as part of the policy to develop the colony's self-government, which was one of the pillars of the policy of ethics. At first it was merely an advisory body to the Governor-General, but after 1927 it was given the same powers as the Dutch parliament, including the budget, as far as internal colonial issues were concerned. However, it did not have the right to investigate national affairs, and in the event of a disagreement with the Governor-General, it was required to follow the decisions of the Queen of the Netherlands. In addition to a Dutch chairman appointed by the Governor-General, the Volksraad was made up of council members appointed by the Governor-General and elected council members from the local council. The number of council members (numbers in parentheses indicate the number of elected council members) was initially 20 (10) Dutch, 15 (10) Indonesians, and 3 (0) foreign Orientals, but after three revisions in 1931 the number of members became 25 (15), 30 (20), and 5 (3), respectively.
