In the spring offensive of 1957, Kokuro (National Railway Workers' Union) used force in the course of a dispute with the JNR authorities and the government over the handling of the Public Employment Commission's conciliation proposal on new wages, the transition to arbitration, and the payment of performance bonuses. After the spring offensive was resolved, from April to October when labor and management accepted the Fujibayashi mediation proposal, labor-management relations at JNR continued in a vicious circle, with no improvement due to the punishment of those responsible for the dispute, the use of force against the punishment, and the refusal of the authorities to negotiate collectively with the labor union that represented the dismissed workers as the three executives. In particular, the large-scale use of force that occurred between July 9 and 18 as a result of a conflict between the Niigata Regional Headquarters and the Niigata Administration Bureau over the treatment of two disciplinary dismissals led to repeated train cancellations and delays, paralyzing local areas and causing uproar among local residents, organizations, and the press.

1957年春闘において国労(国鉄労働組合)は新賃金に関する公労委の調停案の取扱い，仲裁移行，業績手当支給問題などをめぐる国鉄当局，政府との紛争の過程で実力行使を実施した。春闘解決後，4月から10月の藤林斡旋案を労使が受諾するまで，国鉄の労使関係は，争議行為の責任者処分，それに対する処分反対実力行使，さらに被解雇者を三役とする労働組合との団体交渉の当局側の拒否などで改善されず，紛争は悪循環を続けた。とくに，7月9～18日の間，新潟地方本部と新潟管理局との間での2人の懲戒免職者の処置をめぐる対立から行われた大規模な実力行使では，列車の運休と遅延が続出し局地的に麻痺状態に陥り，地域住民，諸団体，ジャーナリズムを騒然とさせた。
