National Railways Fares - National Railways Fares
The fares of the Japanese National Railways were set by law (Article 3 of the Financial Law and the Law Concerning Exceptions to Article 3 of the Financial Law) because of the serious impact they had on the daily lives of the people and the national economy, and were therefore set in accordance with the National Railways Fare Law. The background to this legal fare system was that the JNR held a fairly monopoly position in the transportation market at the time this fare determination system was established in 1948. Since then, the JNR has lost its monopoly position and the economic situation has changed dramatically, so the Fare Law was amended in December 1977, and for the time being, fares can be revised with the approval of the Minister of Transport without a Diet resolution, as long as they are within the range of the expected increase in expenses.

日本国有鉄道の運賃は,国民の日常生活および国民経済に及ぼす影響の重大性から,法律に基づいて定めることになっていたため(財政法第3条,財政法第3条の特例に関する法律),国有鉄道運賃法に基づいて設定されていた。このような運賃法定制は,この運賃決定のしくみが設定された1948年当時,国鉄が交通市場の中でかなり独占的な地位を占めていたことが背景となっていた。その後,国鉄が独占的地位を失い,経済情勢が一変したため,77年12月に運賃法を改正し,当分の間,経費増加見込額の範囲内であれば,国会の議決によらず運輸大臣の認可により運賃が改定できるようになった。
