The abbreviation for the Intergovernmental Panel on Climate Change. Founded in 1988 by the United Nations and the World Meteorological Organization (WMO), the Panel compiles the research results on climate change from over 2,500 scientists and presents the policies necessary to solve the problem. It does not conduct actual research, but rather aims to compile the research of scientists. There are three working groups: (1) evaluation of scientific knowledge on the climate system and climate change, (2) evaluation of the vulnerability of socio-economic systems and ecosystems, the impact of climate change and adaptation measures, and (3) evaluation of greenhouse gas emission reduction and climate change mitigation measures. In 2007, the Panel compiled its fourth report, which confirmed that global warming is caused by human activity.

気候変動に関する政府間バネル(Intergovernmental Panel on Climate Change)の略称。国連と世界気象機関(WMO)により1988年に設立され、2500人以上の科学者の気候変動に関する研究成果をまとめて、問題解決に必要な政策を示している。ここでは実際の研究を行うものではなく、科学者の研究をまとめることが目的である。作業部会は3つあり、(1)気候システムと気候変動の科学的知見の評価、(2)社会経済システムや生態系の脆弱(ぜいじゃく)性、気候変動の影響と適応策の評価、(3)温室効果ガスの排出抑制と気候変動の緩和策の評価、となっている。2007年には第4次報告をとりまとめ、地球温暖化が人為的原因によることが確実とした。
