National Tax Agency

Based on the National Administrative Organization Act, Article 18 of the Ministry of Finance Establishment Act, this is a national administrative agency established as an external bureau of the Ministry of Finance. With the reorganization of central ministries and agencies in January 2001, it became an external bureau of the Ministry of Finance, instead of the former Ministry of Finance external bureau. Among the duties and powers of the Ministry of Finance, the main duty and power of the NTA is the assessment and collection of national taxes, and in addition, it also has the authority to administer tax accountant examinations, supervise the Certified Public Tax Accountants Association and the Japan Federation of Certified Public Tax Accountants Association, issue licenses for the manufacture and sale of alcoholic beverages, and supervise those who operate these businesses, as well as liquor industry associations and their federations.

The NTA has, under the Commissioner, the following internal bureaus: the Commissioner's Secretariat, Taxation Department, Collection Department, and Investigation and Inspection Department, the National Tax Tribunal, which examines and adjudicates on appeals regarding domestic taxes, the National Tax College, and the National Tax Council. In addition, there are 11 Regional Taxation Bureaus and the Okinawa Regional Taxation Office as local branch bureaus, and under them are tax offices and their branches where the actual tax collection work is carried out.

国家行政組織法に基づき、財務省設置法18条により、財務省の外局として設置された国の行政機関。2001年（平成13）1月の中央省庁再編に伴い、旧大蔵省外局から財務省外局となった。国税庁は、財務省の任務や権限とされたもののうち、国税の賦課徴収を主たる任務・権限とし、加えて、税理士試験の実施、税理士会および日本税理士連合会の監督、酒類の製造業および販売業の免許、ならびに、これらを営む者、酒類業組合とその連合会などの監督等もその権限としている。

　国税庁には、国税庁長官の下に、その内部部局として、長官官房のほか、課税部、徴収部および調査査察部が、特別の機関として、内国税に関する不服申立てを審査し裁決する国税不服審判所が置かれており、施設等機関として税務大学校、審議会等として国税審議会などがある。なお地方支分部局として11の国税局と沖縄国税事務所が置かれ、その下に税務署とその支署が置かれ実際の徴税事務が行われている。
